Key responsibilities:
- End-to-end payroll processing, including salary calculations, earnings, taxes, deductions and benefits administration for all outsource and insource employees.
- Maintain and update outsource and insource employee payroll records, including new hires, terminations, transfers, salary adjustment and benefits.
- Strong proficiency in 1C 8.3.
- Ability to interpret and apply legislation in practice.
- Ensure payroll is processed in an accurate and timely manner. Compliance with applicable local laws regulations and company policies. Stay updated with changes in payroll regulations and recommend and update internal payroll processes.
- Strong Excell knowledge.
- Reconcile payroll reports and resolve discrepancies in a timely manner. Reconcile the monthly payroll with the social security, income tax and other statutory requirements.
- Responsible for safeguarding sensitive information and exercising confidentiality.
- Knowledge of lawful payroll deductions.
- Payroll calculation, including gross-to-net calculations.
- Knowledge of migration regulations.
- Formulating fair HR policies complying with local laws and within the industry standards and best practice and ensuring employees understand and comply with them. Solid understanding of labor legislation.
- Act as a business partner to managers and staff regarding policies and procedures and recommending possible actions and formulating methods to improve employment policies, processes and practices.
- Assist in year-end processes including tax, social security and other statutory documents and requirements. Experience in preparation and submission of tax declarations.
- Collaborate with HRBP, Business leaders to ensure proper integration, Collaborate with Finance teams to ensure proper integration for accrual and audit related matters.
- Prepare and analyze reports for the Management related to payroll, taxes and labor costs.
- Assist with internal and external audits, ensuring proper documentation and process accuracy.
- Preparation of End of Service (EOS) benefits and process settlement and exit procedures.
- Manage all outsource employee related documents issued within the scope of HR department, such as labor contract management, attendance regulation management, etc.
- Experience handling complex cases is must.
- Experience managing disciplinary matters and assessing compliance.
- Strong understanding of the new Tax Code.
- Knowledge of lawful payroll deductions.
- Preparation and submission of statistical reports.
- Experience working with the new Taxpayer’s Cabinet / e-Tax portal.
Qualifications:
- Basic knowledge of Human Resource Management; knowledge of Kazakhstan's local labor laws will be an advantage.
- Excellent organizational abilities and attention to detail.
- Effective communication skills, both written and verbal.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
