A Romania-based technology company with over 20 years of experience and around 1,200 employees. The company supports global clients across industries like retail, manufacturing, and finance, covering the full digital lifecycle, from ideation to software development and managed services.
Role overview:
The Site Technology & Operations Lead will be responsible for launching and scaling company's technology hub in Tashkent. This role combines leadership, operations, and technical expertise to ensure the smooth setup and growth of the local office while aligning with global company standards.
Key responsibilities:
- Lead the establishment and scaling of the local tech hub
- Oversee daily operations, ensuring efficiency, compliance, and readiness
- Manage budgets, vendors, and operational performance (KPIs)
- Build and maintain partnerships with local providers, IT Park, and other stakeholders
- Support revenue growth and business goals (including EBITA targets)
- Collaborate with global teams to align delivery strategies
- Drive hiring, onboarding, and employee development processes
- Foster company culture locally and improve employee engagement (eNPS)
- Represent the company at events and within the local tech ecosystem
Requirements:
- 7+ years in IT, including 3+ years in leadership roles
- Experience setting up or scaling tech offices or hubs
- Strong understanding of software development processes (Agile, delivery lifecycle)
- Background in operations management (budgeting, vendors, contracts)
- Experience working with local partners and stakeholders
- Strong communication and stakeholder management skills
- Technical background (engineering, DevOps, or data)
- Experience working with international teams
- Fluent English (Russian or Uzbek is a plus)
- Willingness to travel
Nice to have:
- Experience with multi-country programs or transformations
- Work with government or investment bodies
- Knowledge of financial metrics (EBITA, cost optimization)

- Certifications (PMI, Scrum, Cloud platforms)
- Startup or fast-scaling environment experience
