The company is being built from the ground up. We are looking for a Procurement Manager to establish the procurement function and set up transparent, efficient purchasing processes.
Responsibilities
- Build the procurement function from scratch, including procedures, regulations and templates
- Develop and implement the procurement policy and supplier selection and evaluation criteria
- Plan procurement activities based on requests from departments and approved budgets
- Conduct tenders, request for quotation (RFQ) procedures, and comparative analysis of commercial offers
- Search for, qualify and onboard suppliers and contractors, and maintain a supplier database
- Negotiate prices and terms, and prepare supply and service contracts together with the Legal department
- Control contract execution, delivery schedules, quality and compliance of goods and services with contractual terms
- Arrange settlements with foreign suppliers in compliance with currency regulation and customs requirements of the Republic of Kazakhstan
- Coordinate interaction with the Finance, Legal and requesting departments throughout the procurement cycle
- Prepare procurement reports and analytics, and identify opportunities for cost optimization
- Monitor changes in the legislation of the Republic of Kazakhstan on procurement and contractual relations, and update internal documents accordingly
- Support the setup of procurement workflows in the company's accounting or ERP system
Qualification Requirements
- Higher education (economics, logistics, law or technical field)
- At least 4 years of work experience in procurement, including at least 2 years as a senior specialist or manager
- Experience in tenders, RFQ procedures, supplier evaluation and selection
- Experience in negotiating and concluding supply and service contracts
- Knowledge of the Civil Code of the Republic of Kazakhstan and legislation on procurement
- Knowledge of Incoterms and the basics of currency regulation and settlements with foreign suppliers
- Experience in developing or implementing procurement procedures and regulations
- Confident user of MS Excel; experience with 1C or ERP systems
- Kazakh and Russian — fluent
- English — B2 or higher (correspondence and documents with foreign suppliers)
- Experience in aviation, transport or manufacturing will be an advantage
- Experience in building processes from scratch and working in start-up companies will be an advantage
